Beginning in 1912, the Swiss PTT began cooperating with the Pro Juventute Foundation in distributing semipostal stamps in support of youth charities.
The first set of Pro Juventute stamps were issued by the Pro Juventute Foundation and were distributed by post offices to be affixed to cards and letters in addition to regular postage. Because they had no value in prepaying postage, they are considered forerunners of the postal issues.

The
first official semi-postal issue in 1913 was sold for 10 rappen, including 5
rappen for postage and 5 rappen for youth charities.
